How to Handle a Local Law 16 Violation (LL16/84)
LL16/84 is the violation-number code for Local Law 16 of 1984. The types page calls it fire safety. The resolving page says owners notify the Department of Buildings of compliance status on a Report of Compliance. What must be done varies by occupancy. The notice states the condition. Local Law 5 of 1973, codes LL5 and LL5/73, is a different fire-safety law and is limited to high-rise office buildings.
Read the notice
Confirm the number contains LL16/84. An asterisk means the types page marks the item dismissed. A fire-alarm paper, a sprinkler test, or a Fire Department order is not this code unless the number says LL16/84.
The fire-safety resolving page lists Local Law 16 as a DOB violation to resolve, separate from OATH construction summonses. A DOB violation is a notice that the property is out of compliance, plus an order to correct. There is no court appearance. Older summonses say ECB. Current pages call that other path an OATH summons. OATH holds the hearing and does not issue the summons. If your LL16/84 paper has no hearing date, do not invent one. If it is a summons, use the date printed on it.
If a class is printed, Class 1 is immediately hazardous, Class 2 is major, and Class 3 is lesser. The class is severity, not a subtype of Local Law 16. The code does not set it. Paying a penalty, where one is due, does not by itself close the Department record.
What the city is requiring
Follow the occupancy and the condition on the notice. The stated filing is a Report of Compliance that tells the Department the compliance status. The public page does not list one set of devices, one deadline, or one penalty for every occupancy. Do not borrow the Local Law 5 rules about building height and central air conditioning. Those belong to that other law.
Correction still means doing what the notice orders and giving proof to the office that issued it. The Facade and Local Law Unit also enforces Local Law 26 of 2004. That unit page does not list subtypes, and Local Law 26 is not LL16/84.
