DEP water and sewer permits for plumbers

A DOB plumbing permit does not authorize a new tap on a city water main or a new connection to a city sewer. That is the Department of Environmental Protection. NYC311 states that only licensed plumbers can request permits for water and sewer work. DEP does not take those requests from the general public.

Permits plumbers file in PARIS

DEP’s Permit and Review Information System (PARIS) is the online portal for these water and sewer approvals. The water permits licensed plumbers use there include:

What has to happen before the plumber’s sewer permit

A new connection to a city sewer, a private sewer, a private drain, a septic system, or an approved outlet needs a sewer certification first. A New York State licensed professional engineer or registered architect submits the site connection proposal or house connection proposal for the owner. DEP reviews that proposal. The licensed master plumber then files the permit to install the sewer house connection. DEP also asks for a valid DOB work permit, and the building identification number on that permit has to match the proposal.

Repair or relay of an existing sewer house connection is its own plumber permit. Plugging a connection is its own permit and needs the owner’s authorization.

If the building work is an alteration, the design filing is still a DOB job. We prepare the application for the design applicant to submit to DOB NOW for review, track plan review, and stay with that job through permit and sign-off. The DEP permit is a second filing, not a substitute for the DOB permit.

Opening the street or sidewalk for the tap or the house connection also needs a Department of Transportation permit. DOT is a separate application. We prepare that filing too. We do not do the excavation.
