DOB violations and stop work orders on plumbing jobs
A plumbing violation is not cleared by finishing the repair and leaving. DOB wants the condition corrected, the paperwork that says so, and, when the work needed a permit, a permit that was actually issued. If a stop work order is on the building, going back to the pipe before that order is rescinded can draw another violation.

Stop work orders
DOB issues a stop work order when an inspector finds unsafe work or unsafe conditions. A full order stops all work except what is required to make the site safe. A partial order stops only certain work, or work in a certain area.
If the order was issued for work without a permit, DOB says work cannot resume until a permit has been issued and the stop work order has been rescinded. A permit alone is not enough. If work starts again before the order is rescinded, DOB may issue more violations even though a permit is now in hand, and it will not rescind the order until those added penalties are paid.
DOB’s stop work order page lists civil penalties for violating an order at $6,000 for a first offense and $12,000 for a later offense. Those figures are the Department’s published amounts. Confirm them on the current order before you quote a client.
DOB’s steps to lift an order are: correct the conditions cited, certify correction of outstanding ECB violations on major buildings with a certificate of correction, request a re-inspection from the unit that issued the order, pay civil penalties that apply, and ask that unit to rescind the order. Inspectors also make unannounced visits to stop work order sites.
Certificates of correction
A certificate of correction is an affidavit that the condition on an ECB notice of violation has been corrected. DOB lists who may sign it: the person named on the violation, a partner, an officer or managing agent of the respondent, the owner, a managing agent with a designation letter, or a contractor or agent with a notarized letter of designation from the owner. The package needs a sworn statement of how and when the work was done and by whom. If a permit was required, DOB lists the permit among the proof it may ask for, along with photos and invoices.

Where that filing is an alteration by a design applicant, we prepare the application for the design applicant to submit to DOB NOW for review, track plan review, and stay with the job through permit and sign-off. Where it is a Limited Alteration Application, the licensed plumber or fire suppression contractor is the applicant who submits. We prepare it. We do not perform the repair.
