How to Handle a No Report Filed Violation (NRF, 1684NRF)
NRF and 1684NRF are the violation-number codes for no report filed. The types page gives both that label. It does not name one trade or one report form. The notice states which report is missing. Two resolving pages use NRF for a missing technical report: facade, and parking structures. Do not assume every NRF paper is one of those two.
Read the notice
Confirm the number contains NRF or 1684NRF. An asterisk means the types page marks the item dismissed. A missed boiler cycle report is Local Law 62 of 1991, not this code. A missed elevator inspection and test report under Local Law 10 of 1981 is a different label. Read the report name on the paper.
Older summonses say ECB. Current pages call that hearing path an OATH summons. OATH holds the hearing. OATH is not part of the Department of Buildings and does not issue the summons. Failure to file a required report is one of the DOB violations that can include a fine. A DOB violation has no court appearance. The parking page separately calls failure to file an initial observation report an OATH/ECB violation and distinguishes it from the DOB failure-to-file violation. Those are not the same item. Use the label on your notice.
If a class is printed, Class 1 is immediately hazardous, Class 2 is major, and Class 3 is lesser. The class is severity. NRF does not set it. Paying a penalty does not close the Department record by itself.
What the city is requiring
File the missing report the notice names, or follow the other remedy that notice states. If the paper is the facade failure to file, the missing initial periodic inspection report of exterior walls and appurtenances must be filed. The facade resolving page states late-filing penalties of $1,000 for every month an acceptable report is not filed, and $5,000 for each year after the sub-cycle window. Owners of buildings higher than six stories are the buildings in that facade program. A Qualified Exterior Wall Inspector files the technical report.
If the paper is the parking-structure failure to file, a Qualified Parking Structure Inspector files a condition assessment at least once every six years. The parking resolving page states late filing of $1,000 per month and failure to file of $5,000 per year. Those amounts belong to that parking report. They are not a universal NRF fee.
If the notice names some other missing report, follow that notice. Do not apply the facade or parking amounts, and do not invent a form number.
