How to Handle a Plumbing Violation (P)

P is the plumbing code in a Department of Buildings violation number. The types page gives that letter one meaning: plumbing. It does not list gas, sprinkler, or sewer as separate letters under P. The notice states the condition. Plumbing enforcement inspects new or altered plumbing, gas, and fire-suppression systems, and it responds to complaints about illegal work and system maintenance.

Read the notice

Confirm the number uses P as the type code. Work without a permit has its own codes, and the classification table separately lists plumbing work without a permit. An asterisk means the types page marks the item dismissed. Do not read a boiler code as plumbing because both can involve a licensed plumber.

Older summonses say ECB. Current pages call that hearing path an OATH summons. OATH holds the hearing. OATH is not part of the Department of Buildings and does not issue the summons. A DOB violation is an order to correct and has no court appearance. Read which paper you have.

If a class is printed, Class 1 is immediately hazardous, Class 2 is major, and Class 3 is lesser. The class is severity. The letter P does not set it. On a summons, read the hearing date and any cure date. If the schedule marks a cure, correct every condition and submit an acceptable certificate of correction on or before that date. A cure is an admission. Paying the penalty does not close the Department record.

What the city is requiring

Follow the condition on the notice. Development inspections cover gas, mechanical, and plumbing systems when piping or those systems are installed or changed. Only a licensed master plumber, a licensed master fire-suppression contractor, or a registered design professional files those applications, depending on the work.

The classification table names charges that can appear on a plumbing paper. They include plumbing work without a permit, including in a manufacturing district for residential use, unlicensed plumbing work without a master plumber license, and failure to have a new or altered plumbing system tested. They also include gas supplied to a building without inspection and certification by the Department, piping installed in an elevator or counterweight hoistway, lack of required automatic sprinklers, and failure to maintain plumbing materials and equipment.

Further lines cover failure to perform a successful hydrostatic pressure test of a sprinkler system, and of a standpipe system, failure to provide a standpipe or an air-pressurized alarm for a standpipe during construction or demolition, and failure to paint dedicated sprinkler or standpipe piping and valves or to provide the related painting certification. Use the line your notice prints. Do not treat the list as the definition of every P violation.

The House Connections Unit inspects sanitary, storm, and combined sewers on a property, plus detention tanks, yard drains, septic tanks, and new sewer construction. That page does not list violation titles. A P code is not by itself a sewer case.
